The OPEM Master is aimed at training and updating in Prevention and Emergency Management. A modern and innovative multidisciplinary training proposal that aims to develop theoretical and practical knowledge and skills, fundamental for the correct territorial systemic planning and the management of crises and emergencies. The Master aims to prepare for specific professional activities in the field of forecasting, prevention and strategic and integrated territorial planning, capable of planning and collaborating before and during crisis and emergency management in the sectors of: environmental, socio-economic protection and social security .
Admission requirements
Master’s degree or specialist degree or degree before Ministerial Decree 509/1999 (old system) or other university qualification obtained abroad recognized as suitable.
Professional profile
The expert in strategic and integrated territorial planning to support the management of crises and emergencies works with roles of interdisciplinary responsibility in specific areas of expertise:
- public/private management;
- planning/euro-planning;
- institutional communication;
- governance processes;
and cooperates with legal, administrative and technical-scientific professionals as an expert technician, project manager and/or support function in coordination centres, as an employee or manager of Prevention Management or institutional and/or corporate Emergency Management.

The multidisciplinary course is intended without distinction for graduates of any discipline (Engineering, Medicine, Architecture, Geology, Science and Mathematics, Physics, Economics, Law, Political Sciences, Management Sciences, Communication and Information Sciences, Prevention and Safety Sciences, etc.), as well as to all Professionals and Operators in the following sectors: civil protection, health, environment, security, defence, socio-economics, international cooperation, euro-planning, intergovernmental and social relations.
Title awarded
Second level university master’s degree in OPEM – Official and Prevention and Emergency Management Expert in strategic and integrated territorial prevention and emergency management. Achievement is subject to attendance of no less than 80% of the overall lessons and passing the intermediate tests and the final test. The Master awards 60 credits.
